		<description><![CDATA[Before the present administration is given all the kudos you should take a little time and check the history of the PEPFAR program.  The program, I believe, was initiated by President George W Bush in 2003. I would hardly call this an impediment to helping control the spread of HIV.  Forget your political leanings and review the accomplishmnets of the administration before the coronation of the current one.
