We are very encouraged that the Surgeon General&#039;s determination of needle/syringe exchange programs as an effective public health intervention to reduce the spread of HIV and other bloodborne agents will permit the expenditure of Substance Abuse Prevention and Treatment Block Grant funds for these life-saving programs.

		<description><![CDATA[My comment is: I do lot of reading on HIV/AIDS but when it comes to me trying to seek some help for myself and my family none of this exist. Charlotte, North Carolina don&#039;t no what the HELL I&#039;m talking about. I can&#039;t seem to get the services I need for myself. ALL THIS TALK AND NO HELP.I am at times self-efficient, but my body shuts down on when I need it most. I&#039;m a mother of three girls with a household. I was told by serval case manager if I lose what I have, then they could help me.
