		<description><![CDATA[I&#039;m the Public Benefits Policy Consultant to the Community Access National Network, a national non-profit that advocates for better HIV funding and improved management of ADAPs. I also edit a monthly e-newsletter called the MEDICAID WATCH.
Several years ago I wrote a paper outlining ways to stretch ADAP funds to meet the growing caseload and since then have regularly updated it. I&#039;ve shared it with state AIDS staff over the years, but doubt any of them gave it the attention it deserves ---much less acted on its suggestions. On top of that, state HIV staffs keep changing,and newer state HIV employees haven&#039;t ever seen this paper or had a chance to consider and act on the cost-saving techniques it describes. Call me at (202) 479-2543 or email me at tomxix@ix.netcom.com to get copies  for yourself &amp; Dr. Parrish---then read and study it and consider re-distributing it to state HIV staffs as another useful tool to meet care funding challenges while we all await January, 2014.
