		<description><![CDATA[We feel that we as Community Base Organizarions that we have been over looked as neccesity to work more closely with individuals who needs to be served, because we reflect the the people being served and live in and near the community being serve. We know these people and interface daily with people needing services, but becasue we are not valued like or as by the traditional services, we do not get funds to assist affected populations and therefore many go without services until it is too late.

		<description><![CDATA[I think the program is wonderful as long as it keeps to the guild lines  and time frames. but for clients to stay on the program on a permanent basis  it does not leave room to help others .
I also think to penalize people that at one time worked hard to buy a home and then found them self in a bad situation because of HIV and not being able to receive help because they had a mortgage that was cheaper than allot of peoples rent  is not good . I know I am a advocate for the consumer and that&#039;s how I think but the person with the mortgage at least tries to help them self not just solely live off the system  especially when the program is designed to only help for a maximum amount of time the home owner is going to try to find resources  the person renting just expects to be taken care of forever
